For example, if someone wants a DoT type of spell, it's considered sustained. The same goes to those who want a ReQuip style weapon, like an ice sword to hold. It'll have to be sustained. In the example provided in the Magic Regulations, I believe it was a defensive structure or something that was sustained. And of course, the descriptions for buffs and debuffs alike mention sustaining. And supplementary is pretty straightforward as well.
All in all, I believe all spells are allowed to be sustained.
