You get 10 points per actual roleplay post you do after your character gets approved. So, once your character is approved and you post in a town such as Hargeon or Magnolia, you'll get 10 points for doing so :)

The same thing is mentioned in the Summertime Satisfaction message on the sidebar:

Summertime Satisfaction (June 19th): We've enabled a new feature. After character approval, you'll receive 10 points for each roleplay post. Click on the Point Shop in the navigation bar and spend your points. Please ensure that you have enough points when making a purchase from the Shop, otherwise the purchase won't go through and you'll have -10,000 points on your account.
