Client:

Reagan Hullston: Reagan is a smuggler who transports wares from the pirates outside Hargeon to be sold elsewhere. He does this because there is quite some profit to be made. Purchasing the wares at a low price, due to the risk of getting caught, and selling them in another city at full price is his business. He cleverly hides his wares with all sorts of methods each time.

Summary: Under Reagan's direction, impersonate a member of the Hargeon dock authority to make the lives for several ship captains set to arrive in Hargeon as miserable as possible. Make them believe that they are no longer welcome in Hargeon and must take their business elsewhere, such as to Reagan Hullston's who more than willing.

Enemies: None

Objective: Assist Reagan Hullston in sabotaging the delivery of imported teas into Hargeon Dock, putting them under such strain that they're forced to do business with him.

Extra Rewards: None

Details:

Create a topic in Hargeon Dock.
You will find Reagan looking out out to sea, appearing annoyed.
He will explain to you that several ships are set to arrive in Hargeon, carrying with them numerous boxes of tea that's to be spread throughout Fiore. Ships in which have refused to do business with him.
Stating that he is tired of losing out on that sort of business, he wants you to deal with things, doing whatever you can to make it appear as though their business is failing, that their only option will be to work with him.
Impersonating the role of a Hargeon Dock authority, you are to wait for the ships to arrive from sea, conducting yourself as though there are issues with their arrivals.
When they arrive, their captains will come out to meet with you. Explain that their presence was not expected and create false consequences of them arriving in port, despite their actually sanctioned arrival.
They'll present you with records indicating their scheduled arrival, to which you'll ask to verify the contents of their ships.
Once presented with several crates of tea, proceed to throw them into the water, claiming you will not tolerate drugs in your port.
Continue to pester them, citing claims of trying to smuggle people into Fiore, asking whether they had paid fictious taxes, things of that nature.
After you have proceeded to do three additional incidents to pester them following your destruction of their tea, inform them that they are not welcome in Hargeon and have them be on their way.
As you begin to depart, you'll notice that Reagan has approached them and begun to speak with them.
After a short while, return to Reagan and he will inform you of their change of perspective, having worked out deals with Reagan.
At that point, take your reward and depart.
