As he turned the corner he saw the group of a dozen men sitting in a construction site of what appeared to be a house made of brick. The walls weren't fully finished yet or even slightly finished and Ragnar realized the problem that was happening here. They weren't working at all and simply stealing money and time from the city. In his clan that would be enough to lose your head, but he wasn't in his clan's land anymore. As the mountain of a man walked over to the group, his axe already out of its holder and laying across his shoulder as he walked over to the group of men.
The men were surprised by the mountain of a man standing in front of them, ax already out. Some of them stood up, looking ready to flee but the only way out was in a direction that was towards the towering figure. Some appeared to be frozen in fear and only looked at the man with fear for their life, which under normal cases, this would be a valid response. Ragnar was under very specific order not to kill or injure them seriously, much to his anger and annoyance.
