Fear is once again all the Mutants see when they look you in the eyes. Hidden away in Krakoa, the Mutants have established their own sovereignty and lives. Enlisting the newly appointed President, Norman Osbourne, Earth is determined to secretly destroy the Mutants ability to gain power. Osbourne provides a mandate that the Mutants may not be provided protection or safety when using their powers outside their sovereign state.
