The chaos erupting around Tōga only served to fuel his resolve. Massive waves crashed and churned, transforming the once-peaceful ocean into a maelstrom of debris and desperate survival. Yet even as he watched the sea attempt to claim both wreckage and sailors alike, worry remained a foreign concept. These were seafarers, men and women who had devoted their lives to understanding the ocean's temperamental nature. Their expertise in navigating its wildest moods allowed him to focus solely on the source of this aquatic pandemonium - the frenzied serpent intent on turning the waters into its personal hunting ground.

The solution presented itself with elegant simplicity: eliminate the beast, and nature would restore its own balance. With this clarity of purpose, Tōga launched himself from the turbulent waters, his Birdman's cape transforming him into a streak of motion against the spray-filled air. The distance between him and the serpent's massive head vanished in an instant as his fist connected with scales that could have armored a small fortress. The impact resonated through his arm like striking a mountain, but the force behind his blow sent the creature plummeting back beneath the waves.

Without hesitation, Tōga pursued his quarry into the depths. The underwater realm unveiled itself as a battlefield of swirling currents and limited visibility, where the next few moments would test every facet of his combat prowess. Despite possessing raw strength that exceeded the sea snake's, Tōga found himself at a distinct disadvantage in this aquatic arena.

The ocean, he quickly discovered, played favorites with its children. While each of his movements felt like fighting through thick honey, the serpent navigated its domain with the fluid grace of liquid mercury. Its colossal form wound through the water with impossible agility, making every strike from Tōga seem like attacking smoke with a hammer. The creature's mastery of its environment transformed what should have been a straightforward battle of strength into an intricate dance of adaptation and survival.

Water pressed against him from all sides, turning simple maneuvers into exercises in frustration. Each punch thrown, each attempt to close distance with his opponent, required fighting against the very medium that gave the serpent its advantage. The pressure at this depth seemed to conspire with the currents, working in tandem to slow his reactions and dull the effectiveness of his attacks.

The beast, by contrast, moved as if the water itself bent to its will. Its serpentine form twisted and coiled with hypnotic fluidity, transforming defensive maneuvers into offensive opportunities with devastating efficiency. Where Tōga struggled against the ocean's resistance, the creature harvested that same force, using the water's pressure to amplify its strikes and enhance its mobility.

This underwater chess match highlighted a crucial reality - strength alone wouldn't secure victory. As his lungs began to demand air and his muscles protested against the constant resistance, Tōga realized he needed to alter his strategy. Fighting the serpent in its element was like trying to outfly a bird - possible perhaps, but far from the most efficient path to victory.

The crushing pressure of the ocean's depths served as a stark reminder - this aquatic battlefield offered only disadvantages. Even with his considerable magical prowess and combat expertise, continuing this underwater struggle would be an exercise in futility. Drawing upon years of tactical experience, Tōga made the split-second decision to implement his most reliable strategy when faced with overwhelming odds: a tactical retreat.

Narrowly evading the serpent's cavernous maw, its teeth gleaming like rows of underwater mountains, Tōga propelled himself upward. His body broke through the ocean's surface with explosive force, transforming into a human projectile that sent spray cascading in all directions. The reaction was instantaneous. The massive creature's pursuit manifested as a living tower of scales and muscle erupting from the sea, its body stretching skyward like some mythical pillar connecting ocean and heavens. Its single-minded determination to catch its prey played perfectly into Tōga's calculated gambit.

A smile of satisfaction curved his lips as he executed a tight aerial maneuver, his body carving a precise semicircle through the salt-laden air. The motion brought him arcing back toward the exposed length of the serpent's body, positioning him perfectly before it could retreat to its watery sanctuary. His arms, hardened by countless battles, locked around the creature's underbelly, muscles straining against scales that felt like sun-warmed steel.

"Gotcha!" The triumphant cry escaped his lips as he secured his hold, channeling every ounce of his considerable strength into maintaining his grip on the thrashing behemoth. The sea monster's massive form rose from the waves like some ancient god being dragged from its domain, water cascading from its scales in sheets that caught the sunlight like falling diamonds.

Tōga's entire body became a pivot point as he transformed their shared momentum into a devastating throw. "Now leave them alone!" The command rang out across the waters as he spun, creating a vortex of motion that sent sea spray flying in all directions. With perfect timing, he released his grip, launching the serpent across the ocean's surface. The massive creature skipped across the waves like some impossibly large stone, each impact sending geysers of water skyward.

Not content to rely solely on brute force, Tōga immediately followed up with a devastating breath attack. A torrent of flames erupted from his mouth, the heat so intense it turned seawater to steam as it traced the serpent's trajectory. The magical fire found its mark, eliciting a bone-rattling cry of pain from the creature before it finally retreated beneath the waves, leaving only turbulent waters and dissipating steam as evidence of its presence.

With the immediate threat neutralized, Tōga turned his attention to the scattered survivors still bobbing among the waves. From his elevated position, he could monitor for any sign of the serpent's return while assisting those who hadn't yet reached the safety of the remaining vessel. His hands, so recently employed in combat, now extended in rescue as he helped pull exhausted sailors from the clutches of the sea. Hovering protectively above the scene of salvation, Tōga maintained his vigilance. The ocean's surface had begun to calm, returning to its usual cadenced motion, but he knew better than to assume the danger had fully passed. Until every last survivor was safely aboard and heading toward harbor, he would remain their inflight sentinel, ready to face any threat that dared emerge from the depths.
