The Crimson Quarter of Hosenka City, a place where you will never find a more wretched hive of scum and villainy, is ran by crime lords, drug dealers other unwanted people by society, but the locals allow this to happen due to the 'benefits' it can bring. Both the local crime lords and the police want to take over more of this part of the city for their own ends, the police to keep the people safe and the crime lords to get more of the profit. This place could use some guidance, and hopefully, someone can give that guidance. |

She stared momentarily at the shining moon which illuminated the city before heaving a sigh. No matter how many times she looked at this city, it was indeed a rose with several, sharp and prickly thorns. Everywhere her eyes wandered, there was endless beauty, one that would never die or get boring. However, as someone who had seen the deepest secrets of this city, she knew that it was far from the truth. This beauty was nothing more than a facade. The enchantress was determined to tear this act down and turn this city into something truly beautiful. That ambition, however, had a price. The night brought about a sense of deja vu as she recalled something like this happening to her previously. Pushing open the door of the diner, she walked into the chilled room illuminated with white lights. People sat with their friends, family or lovers at their respected tables and idly chattered the night away. In a corner, however, sat one man all alone. He was clad in a uniform which rested neatly upon his figure. Despite his prim and proper look, his eyes carried anxiousness as he looked around. His fingered fidgeted over the cup that sat before him. That was until his eyes landed upon her. With an expression of relief, he stood up in greeting as she walked over. His face relaxed as his frown disappeared. It seemed that there was truly a lot more to worry about than she had expected. Xandra had met this man before, for a mission in which she assisted the police force of the city. He was of a high position but his appearance, at that moment, reminded her of a timid little boy. He had sent word that he needed her again so she waltzed over. "Miss Xandra, we need your help." |

Gesturing for him to take a seat, he murmured a thank you before proceeding to take a seat. "I already ordered, if that's fine with you." She didn't mind. Rather, when recalling her past experience with this man, his taste seemed quite refined so she simply nodded along with a smile. However, compared to last time, he was a lot more fidgety and anxious this time around. She assumed that the scale of the problem for which they needed help was far greater now. After a few moments of silence, she decided to break it. "So, officer. What exactly do you need my help with?" After a frightened sigh, he let his voice out as the words flowed from his mouth as if he had practiced it a hundred times before her arrival. They were very clear and to the point but they failed to hide his rising nervousness as he seemed to even doubt the effectiveness of her intervention. It seemed as if he was relaying the concerns of his own organisation. As someone who had once been part of the Rune Knights, Xandra wasn't particularly fond of the police force. While she knew that local police authorities would likely be less corrupted than the authoritative figures of a nationwide organization of knights, she still couldn't bring herself to completely trust them. Perhaps, she thought, that corruption reigned even more supreme in this town than others as it was a well known hub for tourists and crime lords alike. However, noticing that they were asking for her help in order to oppose those very crime lords, she assumed it was probably not the case. This led her to question whether the police force is doing it for the sake of the people or in order to gain some money. Shrugging her shoulder, she let go of her judgement. She truly was in no place to judge because after all, she came here to show them who was truly going to run the city. |

She wanted to hold a gathering between all these high and mighty authoritative figures from both side simply because discussing with everyone and coming to a conclusion would be far easier and less time-consuming than running around back and forth between the two organisations. After all, she wasn't their servant. After saying that, she had left the diner and retired to her inn as she awaited a response from them. It had taken a few days but the arrived letter conveyed good news. It seemed that they had managed to convince each other to attend this gathering. It would take place the night after she received the letter within the infamous Crimson Quarters. She had been to that place a few times, for work and for leisure. However, each time wasn't exactly what she would call pleasant. Nevertheless, this time, she was ready to establish dominance. As the night came closer, she prepared for this unpredictable meeting. A part of her did expect a fight to break out. After all, two opposing, and rather violent, parties were being thrown into one room. She was brimming with excitement as she anticipated the happenings of the meetings. She dressed up for the occasion, clad in a pretty pink dress that reached the middle of her thighs and was cinched into the waist with a black belt. The skirt flowed with the dancing wind and the chiffon sleeves did nothing to protect her from the cold. However, luckily for her, the cold didn't particularly affect her anyways. The light humming that escaped her sealed lips mingled with the clacking of her heels as she walked towards the destination of the meeting. It was about to be an interesting night, one that was unpredictable and wild. It was just how she liked it. |

So tell the gun to sin Like an angel with the dirty wings Tainted by tastes of the soul This is another level Deep in WC: 308 | It didn't take her long to arrive at the destination, which happened to be nothing impressive. It was a tall, gloomy and murky building that stood at the center of the crimson quarters. The one thing she noticed in this particular area was that people, authoritative figures in particular, liked to flaunt their power while stupidly, giving away their location. The odd mix of neatly dressed body guards, officers in uniforms and barbarians wearing rags that could hardly even be considered clothes was a fun sight to see. As she walked, she found herself being escorted by a few officers and guards who took her to the top of the building to meet their bosses. While the rest of the building had several rooms on each floor, this one simply had one large area, adorned with couches and chairs. It was heavily guarded, as expected. She found herself facing several men and women, looking equally daunting and intimidating as the person next to them. Luckily, the enchantress wasn't one who would simply feel threatened. She made her way to the center of the room, looking straight ahead as she felt several pairs of eyes on her. She stopped next to the large glass panel, that provided a view of the whole city from the top of the building before turning around to face everyone. Taking a moment, she studied the faces before her. There were approximately four high-ranking officers of the police force; three of which were women. There were also five criminal lords that ran the syndicate. She assumed Yami would have been here as well if she and her guild mates hadn't taken care of her. Among the leaders within the criminal sector of the town was a familiar face. Nodding at Kinji, she turned to the remaining two women and men who stared at her. |

So tell the gun to sin Like an angel with the dirty wings Tainted by tastes of the soul This is another level Deep in WC: 417 | Contrary to their appearance, they seemed to truly be there in order to find a solution and Xandra wasted no time in diving into the problem headfirst. The main question that rose in the minds of all those wishing to rule Hosenka was who would be the true leading force in this town. The Bellan had to make sure that they knew it would be Daeva Eye. They had already conquered most of the city. Crimson Quarters, led by ambitious and equally disgusting individuals, was one of the remaining few that had yet to fall into their hands. However, this opportunity was perfect as it gave her the chance to pull the reigns on both opposing parties. Due to her previous assistance in matters, the police force was already in favor of her. The crime lords, however, were not. With the exception of Kinji, of course, as he had previously worked with her. Hence, she used her most convincing argument backed up by her own experience. As someone who once enforced the law, she herself believed that it was not the answer. Both parties were entitled to their own sentiments. She just had to help bring them to a common ground. As she embarked onto a discussion, listening to both sides as they expressed their concerns, she realized that the police force was particularly concerned about the safety of citizens and the lack of power they possessed. On the other hand, the leaders of criminal organizations cared about their own money. The pink-haired mage suggested that the crimson quarters, which already served as a hub for criminal activities, should be removed from the police's coverage area, allowing crimes to occur in return for a fees. Of course, she continued, kidnapping and murders were illegal while the existence of brothels and illegals bars would be allowed. However, if news of what happened within this vicinity traveled outside and into the police jurisdiction, the police force would be allowed to take action. "Basically, the Crimson Quarters would become a safe space for your organisations to run as long as what happens inside, stays inside. The moment information is leaked outside, or any crime committed by you occurs outside the area, the police will be allowed to take action. Of course, Daeve Eye will be occasionally checking in to see if you're not breaking any of the rules set but that should be it." From that moment onward, it didn't take long for all of them to reach an agreement. |
